Why the judge assigned to your case may matter as much as your medical record
Applying for Social Security disability is a long process. Most initial applications are denied. Most reconsiderations are denied. By the time most claimants reach a hearing, they’ve been waiting 12–24 months and are facing an Administrative Law Judge (ALJ) who has the final say over whether or not their claim gets approved.
Here’s the part most claimants don’t realize until they’re already at the hearing: the specific judge assigned to your case can move your odds by 30, 40, or even 50 percentage points. Two claimants with nearly identical medical records, work histories, and limitations can walk into hearings in the same building and walk out with opposite results — because they drew different judges.
We pulled the most recent ALJ Disposition Data published by the Social Security Administration, covering decisions through September 26, 2025. The data is public — anyone can download it from SSA.gov . What it shows is striking: across 1,439 ALJs nationwide , individual approval rates range from under 10% to over 90%.
This post breaks down what the 2025 numbers actually say at the national, regional, and office level, what the variance means for your case, and what an experienced disability lawyer does to insulate a strong case from judge variance.
The national picture in 2026
Across all hearings decided in the most recent SSA reporting period:
1,439 ALJs decided cases nationwide.
329,700 decisions were issued (excluding dismissals).
192,119 of those were awards (fully or partially favorable).
National approval rate: 58.3%.
The median ALJ approved 58.8% of the cases they decided.
248 ALJs approved 75% or more of their cases.
59 ALJs approved 25% or fewer of their cases.
In other words, the national average is a coin flip slightly tilted in the claimant’s favor — but that average hides huge variation. The judge you draw can move your odds dramatically in either direction.
How the 1,173 ALJs with at least 50 decisions break down

Most ALJs cluster in the 40–70% band. But the tails — judges who approve almost everyone, and judges who deny almost everyone — exist in every region of the country.
Approval rates by historical SSA region
For decades, the Social Security Administration organized its hearing operations into 10 numbered regions. As of November 2025, SSA reorganized into 5 Hearings Hubs (A–E) that are not geographically grouped — hearing offices in the same state can fall under different Hubs. The disposition data below uses the legacy region codes that match the structure during the reporting period (through September 26, 2025), and is presented here for historical context. The 2025 data shows meaningful variance from region to region:

The gap between Region 2 (New York, 65.1%) and Region 7 (Kansas City, 52.0%) is more than 13 percentage points. The same medical case, heard in different parts of the country, faces meaningfully different baseline odds at the regional level — before you even get to the office or judge level.

The gap between the highest-approval office (Queens, 77.8%) and the lowest (Springfield, 40.5%) is 37 percentage points . Two claimants with the same condition, work history, and evidence package can have radically different odds based purely on their zip code.
Individual judge variance — the most important number
Office-level averages are useful, but they hide the variance that actually decides your case: individual judge approval rates within the same office. Among ALJs who decided at least 100 cases in the reporting period, the highest approval rate was 92.8% (ALJ Stalley, D.B. — Mobile office). The lowest was 8.7% (ALJ Kadlec, Kathleen — Orland Park office). Both judges hear federal disability cases under the same regulations.
This isn’t an artifact of where these judges are located. Within a single hearing office, individual approval rates routinely span 30–50 percentage points. A claimant who happens to draw the more favorable judge in their office may get approved on a case that would have lost in front of the office’s tougher judges — and vice versa.
Why approval rates vary so much
ALJs apply the same federal regulations and the same Listings of Impairments. So why the variance?
The honest answer is that disability adjudication is unavoidably discretionary at several points:
How much weight to give a treating physician’s opinion — particularly opinions about pain, fatigue, or mental functional limitations that don’t show up on imaging.
How to evaluate the credibility of a claimant’s symptom testimony — pain, mental symptoms, and side-effects of medication aren’t directly measurable.
How to question and weigh vocational expert testimony about what jobs a claimant can still perform.
How to translate moderate B-criteria limitations in mental impairment cases into specific work-related restrictions in the Residual Functional Capacity (RFC).
How to evaluate combination-of-impairments cases where no single condition meets a Listing but the combination is disabling.
Different judges weight these factors differently, and those weights compound across thousands of decisions, producing the variance you see in the data. It is not random. It is the natural result of human discretion applied at many decision points within a complex regulatory framework.

This section lists every Administrative Law Judge in the September 2025 SSA dataset, grouped by state and then by hearing office. Click on any state to expand its listings. You can also use Ctrl+F (or Cmd+F on Mac) to search for a specific judge’s name on this page — all 1,439 names are present in the page text even when sections are collapsed. ALJs with very few decisions during the reporting period (newly appointed, recently transferred, or near retirement) may have approval rates that don’t reflect their long-term tendencies.
Note on SSA structure (as of November 2025): The Social Security Administration recently reorganized its hearing operations into 5 Hearings Hubs (Hubs A–E) overseeing 158 Hearing Offices, 8 Satellite Offices, and 5 National Hearing Centers, replacing the prior 10-region structure. What you can — and cannot — control about which judge you get
The honest answer: you cannot pick your judge. ALJs are assigned by SSA based on a rotation that accounts for caseload, hearing-office capacity, and scheduling availability.
A few things you can influence:
Hearing location. Where you live determines which hearing office handles your case, and SSA does sometimes consolidate hearings via video to a different office. If you’re aware of which offices have which approval-rate patterns, your representative can sometimes request specific accommodations.
In-person vs. video vs. phone. Each format has tradeoffs. Some claimants do better in-person; some are better served by phone hearings. A practiced disability lawyer will help decide which format suits your case.
Continuance requests can occasionally lead to reassignment, though this is unpredictable and shouldn’t be the strategy.
What matters far more than which judge you draw: how well your case is prepared.
What strong case preparation looks like — regardless of the judge
Approval-rate variance is real, but it doesn’t mean a low-approval judge will deny a strong case. It means that on a marginal case, a tougher judge will deny what a more lenient judge might approve. The way to insulate yourself from variance is to make sure your case isn’t marginal.
The case-preparation steps that matter most:
A complete and current medical record. Gaps in treatment, missing specialist records, or test results not in the file are the single biggest avoidable problem we see in losing cases.
A treating physician’s medical source statement — a structured opinion from your doctor about what you can and cannot do during a workday, supported by clinical findings.
Function reports and witness statements that match the medical record. Inconsistency between what you wrote on the SSA-3373 and what your doctor’s notes show is exploited by every ALJ, regardless of approval rate tendency.
Vocational evidence development. The vocational expert at your hearing will testify about jobs you can supposedly still do. A prepared lawyer cross-examines that testimony to demonstrate why those jobs don’t actually fit your residual functional capacity (RFC).
A theory of the case. Whether your case wins on a Listing, on a Medical-Vocational Allowance under the grids, or on a function-by-function RFC analysis — your representative should know which path applies and prepare evidence accordingly.
A high-approval-rate judge can still deny a poorly-prepared case. A low-approval-rate judge can still approve a strong one. The variance shrinks substantially when the case itself is bulletproof.

Methodology and source
The data in this post comes from SSA’s publicly published Administrative Law Judge Disposition Data file (created November 17, 2025, covering decisions through September 26, 2025). It includes all dispositions issued by ALJs during the reporting period: fully favorable decisions, partially favorable decisions, denials, and dismissals.
Approval rate is calculated as Total Awards ÷ Total Decisions (excluding dismissals from the denominator, since dismissals are not adjudications on the merits). For distribution analysis we limited to ALJs with 50+ decisions to reduce noise from judges who heard very few cases during the period; for individual ALJ rankings we limited to those with 100+ decisions. Office-level analysis is limited to offices with 1,000+ decisions.

Frequently asked questions
Can I find out which ALJ is assigned to my case before the hearing?
Yes. Once your hearing is scheduled, the Notice of Hearing will include the ALJ’s name. SSA’s public dataset (linked above) lets you look up that judge’s recent approval-rate history.
Does a low-approval-rate judge mean I’ll lose?
No. It means the average claimant who appeared before that judge during the reporting period was approved at a lower rate. Your case is decided on its own merits. A well-prepared case with strong medical evidence and credible testimony can win in front of any judge — and a poorly-prepared case can lose in front of any judge.
Why do approval rates vary so much between judges?
ALJs apply the same regulations, but they exercise discretion in how they weigh evidence — how much weight to give a treating physician’s opinion, how to evaluate pain and fatigue testimony, how to interpret vocational expert testimony. Different judges weight these factors differently, which produces the variance you see in the data.
Has the national approval rate changed over time?
Yes, significantly. National ALJ approval rates were as high as 60–62% in the mid-2010s, dropped into the high-40s during a period of stricter adjudication policy, and have recovered to roughly 58% as of the most recent reporting period. Trends vary by office and judge, and shifts in SSA policy and case-mix can move the numbers in either direction.
What hearing office will my case be assigned to?
Generally, the hearing office serving your zip code. SSA’s hearing office locator gives the official assignment. Some hearings are consolidated to National Hearing Centers (NHCs) that hear cases via video from anywhere in the country.
